Set the symbols associated with a UNumberFormat. A UNumberFormat uses symbols to represent the special locale-dependent characters in a number, for example the percent sign.
Parameters:
fmt - The formatter to set.
symbolsToSet - The UNumberFormatSymbols to associate with fmt.
status - A pointer to an UErrorCode to receive any errors.
